Ziad Dalloul

Ziad Dalloul

CEO, President and Founder

Ziad Dalloul has spent more than 30 years setting up and managing successful telecoms projects, ranging from international communications companies to cellular operators and the building of fixed and mobile telecommunications infrastructure in Africa, the Middle East, the Gulf, and Eastern Europe. Ziad established Africell in 2001 and has engineering degrees from Boston University and Columbia University.

Executive Vice President

Magase Mogale has more than 17 years’ legal and investment experience, with particular expertise in corporate finance. As Executive Vice President, he oversees legal resources to accomplish the group’s goals, strategies and priorities. Magase started his career in South Africa, at Deneys Reitz Inc. (Norton Rose Fulbright) in 2008 and later moved to White & Case LLP in London. Magase joined Africell as Chief Legal Officer in 2020 and was named ‘In-House Market maker of the Year’ at the prestigious IFLR Africa Awards 2021.

J. Peter Pham

J. Peter Pham

Non-Executive Director

Ambassador J. Peter Pham is a distinguished fellow at the Atlantic Council and former Director of the think tank’s Africa Center. Between 2018-21, Ambassador Pham was a senior US State Department official serving first as US Special Envoy for the Great Lakes Region and then as US Special Envoy for the Sahel. 

Robert Wexler

Robert Wexler

Non-Executive Director

Robert Wexler served as a Democratic Member of the United States Congress from 1997 to 2010, representing Florida’s 19th district in the House of Representatives. Upon retiring from Congress, he became President of the S. Daniel Abraham Center for Middle East Peace in Washington, D.C. Congressman Wexler was named one of the “50 Most Effective Legislators in Congress” by the influential magazine Congressional Quarterly.

Helen La LIme

Helen La Lime

Advisory board member

Helen La Lime served as United States Ambassador to Angola between 2014 and 2017. A career member of the Senior Foreign Service with the rank of Minister Counselor, Ambassador La Lime has a wide range of policy, leadership, and management experience developed through service in Africa, the United States, and Europe. She is a graduate of Georgetown University and the National Defense University.

Tulinabo Mushingi

Tulinabo Mushingi

Advisory Board member

Tulinabo Mushingi served as United States Ambassador to Angola from 2022 until 2024. Born in the Democratic Republic of Congo, Ambassador Mushingi began his career in academia, before serving with the Peace Corps and representing the United States as ambassador to countries including Senegal, Guinea-Bissau and Burkina Faso.  Ambassador Mushingi is a graduate of Howard University and has a PhD from Georgetown University.

Advisory Board member

James Story served as Chargé d’Affaires of the United States to Angola and São Tomé and Príncipe from 2024 until 2025. He was previously United States Consul General in Rio de Janeiro, Director for International Narcotics and Law Enforcement in Bogotá, and United States Ambassador to the Venezuela Affairs Unit. Ambassador Story is a graduate of the University of South Carolina and Georgetown University.

Linda

Linda Mvoko

Chief People Officer

Linda Mvoko joined Africell in November 2022. She previously worked at The Kellogg Company, were she led HR operations for sub-Saharan Africa, and has also worked for international companies including Thales and Apex Group. Linda’s responsibilities at Africell encompass all people-related matters, including recruitment. She was promoted to Chief People Officer in March 2024. Linda was educated at the Durban University of Technology and the University of Johannesburg.

Jorge

Jorge Vazquez

CEO, Africell Angola

Jorge Vazquez joined Africell Angola in 2023. He joined Africell from Houston-based telecoms firm Mobilelink, where he served as Vice President for Sales and Strategy. Before that Jorge worked at AT&T, the largest mobile network operator in the United States. At AT&T Jorge was Vice President and General Manager of the South Texas market, a US$ 2 billion business unit with over 2,200 employees. In total, Jorge has 15 years of executive level experience at large, complex and fast-growing telecommunications companies. He has led or been involved in the fourteen new market launches and has overseen the building and opening of over 2,000 retail stores.

Kory

Kory Webster

CEO, Africell DRC

Kory Webster was appointed CEO of Africell DRC in May 2025, after having first served as Chief Operating Officer of Africell Angola, a position he held for two years. Kory came to Africell with almost thirty years of experience in the telecommunications sector, including leadership roles at companies including Sprint and Claro in the United States and Caribbean. Kory began his career in the United States military.

Hussein Diab Ghanem

CEO, Africell The Gambia

Hussein Diab Ghanem has been CEO of Africell’s operation in The Gambia since 2020. He joined Africell as an IT engineer in 2006, having previously run his own IT consultancy firm. Hussein (‘Sine’) was born and raised in Gambia and educated at the University of Birmingham in the UK. He was admitted in 2022 to the Young Presidents Organization (YPO).

Shadi

Shadi Gerjawi

CEO, Africell Sierra Leone

Shadi Al-Gerjawi has over 20 years’ experience in the telecommunications sector, with over ten years spent as CEO of Africell Sierra Leone. Shadi was previously Chief Operating Officer and Chief Commercial Officer of Africell Gambia. He has a masters degree in electrical engineering.
